mpm: mg: Add dboard sensors for low- and highband LO lock status
- Add LO locked APIs to Magnesium
- Add LO locked sensor APIs for RX/TX and highband/lowband LOs
- Poll all those sensors from magnesium_radio_ctrl_impl
